The Philadelphia Housing Authority (PHA), Empowered CDC, and Bartram’s Garden are collaborating on a proposal that aims to reimagine a highly visible empty parcel at the intersection of 56th Street, Lindbergh Boulevard, and Elmwood Avenue in Southwest Philadelphia. The project will involve the design and installation of several site-specific works of art to help create a welcoming community hub for the surrounding neighborhood by July 2024. This is the first step of a multi-stage, transformational plan to transform the intersection over an 8-year period.
The partners are especially interested in artwork that can connect to the history of the neighborhood and its residents.
The selected artists are expected to deliver the following:
- One design that will be used for a shipping-container kiosk wrap and multiple temporary banners that will be installed on existing fencing
- Design (and possibly build) moveable planters that will be installed on the premises (number to be determined). The design can range from a modification of a prefabricated planter (incorporating mosaic, painting or low-relief sculptural techniques) or a fully sculptural design that will either be produced by an outside fabricator or built by the artist (see below).
- The artist(s) have the option to fabricate and install the planter, for which appropriate compensation will be provided.
The overall budget for this project is $55,000, with $10,000 allocated to artist fees and up to $45,000 for production. The artist fees will be aligned with the services agreed and provided:
- The artist fee for the shipping container wrap and fence banners design is $5,000.
- The artist fee for the design of the planters is $5,000.
- The budget for the production and installation of the planters will be determined based on the scope of the proposed design. Artists may choose to apply to one or both of the deliverables.
