Dr. Amy M. Kilbourne, PhD, MPH is Director of the VA Quality Enhancement Research Initiative (QUERI) and Professor of Learning Health Sciences at the University of Michigan. With over 45 centers across the U.S., the mission of QUERI is to improve Veteran health by accelerating the implementation of research findings into real-world practice and policy. Dr. Kilbourne is a national expert in implementation science, notably the development and evaluation of strategies that support health care providers in delivering effective innovations more rapidly to their patients. She has led several national implementation initiatives across the U.S. to improve patient outcomes including quality, equity, cost, and experience, and developed national research agendas focused on health disparities, chronic conditions, and Learning Health Systems. Dr. Kilbourne is also supporting VA’s fulfillment of the Foundations for Evidence-based Policymaking Act, which requires government agencies to use evidence and evaluation to justify program budgets. She has served on several national committees including the Agency for Healthcare Research and Quality Technical Expert Panel on Learning Health Care System Core Competencies and the NIH National Mental Health Advisory Council. Dr. Kilbourne received her bachelor of arts degree from the University of California at Berkeley (double major in molecular biology and rhetoric), and her masters degree in epidemiology and PhD in health policy from the University of California Los Angeles.
